Loren ran up against a peculiarity in the SXTE-J table building
software.  If a PFI or FFI table is not accessed by the
entry tables, then it is not checked for changes to be uploaded
to the spacecraft.  Loren had updated 3 FFI tables at once and
had intended to only change the entry table to select the next
table, but that table had not been updated in the S/C.

Loren's changes were saved in a "temporary" upload file.  He
could have selected this file as the starting table for the
next upload, but it would not reflect changes that were made
to the common table in the mean time (ARS adjustments) and
so those would have been clobbered.  I suggest that we all
ALWAYS use the current table as the starting point for 
building updates to the tables.  We all get into less trouble
that way.

I also suggested to Tsuneta san that the upload generator 
program could see if there are changes in tables not addressed
by the entry table, and the program could ask if that table
should be updated also.  It will be necessary to do something
like that if we ever want to change the FFI tables by patching
the entry table using OP/OGs (sometime in the future).

This note is just to document the "feature" (as Sam would put
it) so that others do not run into the problem also.
